Are You Loosing Business to Foreign Countries?

Yes, it has been three years since Products Finishing conducted its Large Plating Job Shops Survey. Then, Strategic Goals and the Common Sense Initiative were issues, as was the question, “How do we grow the Plating Industry?”

It seems the question this year is “How do we keep from losing business to China and other foreign competitors?” The Wall Street Journal reported that U.S. manufacturers have lost more than 2.4 million jobs since the end of 2000. This is a rate of more than 2,600 jobs per day. Many blame China, since exports from China have more than doubled in the past five years.

This issue, however, is more complex than just trade deficits. Many U.S. companies are setting up “shop” in China to take advantage of the low labor costs. China is opening its doors to these companies. This undermines the labor force in our country by taking away work that had been done in U.S. manufacturing operations. Jeffrey Grube, president of BFG Electroplating in Punxsutawney, PA, commented on this subject, “The ability and know how to manufacture (the intellectual content) must have an understood value to our economy. The larger businesses that have spearheaded this move to China and Mexico will need to gain this understanding for it to change. They do not value the intellectual aspect, as do those of us who work at the manufacturing level. There is a short-term view of the impact this will have.”

Mike Marchio, general manager of Co-Operative Plating in St. Paul, MN, suggests that it be prohibitive for big business to manufacture overseas by taxing the companies who manufacture overseas and thus try to bring the goods back to the United States. This tax money should be reinvested in research and development within the United States so new products will be developed that can keep the cycle of manufacturing alive. Also, to level the playing field, Mr. Marchio suggests, “All overseas U.S. manufacturers should be required to pay employees the average minimum as the U.S. companies are required to pay, and practice the same environmental standards."

As of June 2003, total exports of motor vehicles and parts from the United States was up to $37.5 billion, 2.9% higher than a year ago; however, total imports of these parts was up to $95.3 billion or 4.3% more than a year ago. Exports to China of all products are at $12.7 billion as of June 2003. This is up 24.2% over a year ago. That sounds pretty good; however, imports from China are up to $66.7 billion, which is up 25%, further increasing the already large trading gap.

According to the survey, 74% say they are losing or have lost business to China. These companies, however, are not ready to close their doors. While the first reaction many have would be to cut costs, you can only cut costs so much before you affect quality. Some job shop owners have decided instead to focus on new services they can offer, or to improve customer service and JIT practices and invest in new technologies.

Lincoln Plating (Lincoln, NB), the largest employer to respond to the survey, stated, “It is difficult to replace this business (lost to foreign competition) because it is usually commodity coatings. We will continue to improve productivity and quality. We also need additional tax incentives for U.S. companies to use to invest in training and capital improvements.”

Steve Wallin of Empire Hard Chrome in Chicago, IL, echoed these thoughts, “There needs to be incentives for reinvesting in new equipment.” Mr. Wallin also believes that there needs to be controls on increasing insurance costs and increased tariffs on imports.

Many agreed with Mr. Wallin. If tariffs weren’t mentioned, they spoke about fair trade practices. Jim Jones of Dixie Industrial Finishing, Tucker, GA, stated that, “In order to keep manufacturing within the United States, we must look at fair trade practices, currency valuations, steel tariffs, as well as loss of value added on products manufactured offshore. We are destroying our manufacturing infrastructure and will spiral downward into only a service economy if we do not make some serious changes. Technology, innovation, production and fair trade practices will allow a turnaround.”

What many consider fair trade practices are equal pay, no child labor, similar and enforced environmental regulations and leveraging the value of the dollar against the Chinese Yuan.

Plating shops are implementing methods to deal with the losses. Most are concentrating on new service, focusing their efforts on industries that are growing and not likely to move overseas or niche markets. Rich McCary of Arlington Plating, Palatine, IL, said his company is trying to anticipate which segments are moving and redirect the company’s sales and marketing focus toward domestic manufacturers.

Electro Chemical Finishing in Wyoming, MI, is addressing the situation by developing novel finishing. The company’s ability to use both traditional wet chemistries and vacuum technologies gives it greater flexibility in developing unique coatings. “This allows us to provide our existing customers with products that offer not only innovative aesthetic options, but also superior performance characteristics. It also gives us opportunities in new, non-traditional markets and applications,” noted Arthur Kowalski.

Hausner Hard Chrome is pursuing work in industries that will not move offshore, such as utilities, food and other necessity industries. The company also feels that it is important to bring back the idea of “Buy American.”

Milt Stevenson, Jr., president of Anoplate, Syracuse, NY, suggests, “Government should promote contracts with companies that have at least 50% of the workforce within the United States. This could be particularly important if large government contractors, such as United Technologies, start moving local jobs overseas.”

Platers have many ideas about how to deal with the changing business environment. Some may be giving up and closing shop, but not those that responded to this year’s survey. These platers have many ideas; many that are sound and practical. They are not waiting for the government to take care of things, even though they would appreciate some government intervention. They are implementing strategies that will keep them in business long after this “crisis” is over.
