EPA Federal Register Notice: Regulation of TCE Use in Vapor Degreasing

Under the Toxic Substances Control Act (TSCA), EPA is proposing to prohibit the manufacture (including import), processing and distribution of TCE for use in vapor degreasing and the use of the chemical in vapor degreasing applications.

On January 11, the EPA Administrator signed a prepublication notice for submission to the Federal Register regarding regulation of Trichloroethylene (TCE) use in vapor degreasing operations under TSCA section 6(a). Under the Toxic Substances Control Act (TSCA), EPA is proposing to prohibit the manufacture (including import), processing and distribution of TCE for use in vapor degreasing and the use of the chemical in vapor degreasing applications.

According to EPA, “Trichloroethylene (TCE) is a volatile organic compound widely used in industrial and commercial processes and has some limited uses in consumer and commercial products.” Per EPA, the proposed rule will also require manufacturers, processors and distributors, except for retailers of TCE for any use, to provide downstream notification of these prohibitions throughout the supply chain; and to require limited recordkeeping.
